. but the house? a different story. speaker john boehner held a conference call with republican leadership today, and basically decided to do nothing. there are no immediate plans to return to washington. even as that decision is made, how members have 48 hours to get there. house republican leadership released a statement today reading in part, the house has acted on two bills which collectively would avert the entire fiscal cliff if enacted. those bills await action by the senate if the senate will not approve and send them to the president to be signed into law in their current form. they must be amended and returned to the house. the house will take this action on whatever the senate can pass, but the senate must first act. the house has passed bills that would never pass the senate. speaker boehner's position is a joke. senate majority leader harry reid responded, house republicans pushed middle class families closer to the blip by wasting an entire week with their incompetent plan b stunt no further legislation can move through the senate until republicans drop their knee jerk obstruction.

into boehner. they have been saying all along that it is up for the senate to act and the president to act and the house has done its will, washed their hands of it. what's john boehner thinking going into this meeting? what do they hope to get if anything from it? >> what i'm hearing more broadly, luke is that there are so many conversations going on right now. and there seems to be more interest in one of the ideas that boehner has talked about which is use what the house has already passed which would extend all of the tax rates where they are right now and then amend it. and part of what is happening here is what can be done in terms of the wheels of legislation, what can be done in terms of political will. lots of conversations are happening. what we are learning is that no new paper has traded hands, if you will, so no actual proposals have been exchanged. will are very substantive discussions going on between people who are at a senior level in these negotiations. looking at ways they can probably bridge thing divide. some of the things we have been talking about is put the income t

and close to john boehner, i don't think he has the stoitsy to follow him to avert this cliff. look, the last minute, as tom cole said, the deals come together at the last minute. the last minute was really before christmas. as a practical matter, that is how these deals come together each of the last three years of the obama administration, on the budget, on deficit, on tax cuts years ago. they came together before christmas. it's hard to see how this works out at this point, to tell you the truth. there is a conference call at 2:30 among house republicans trying to decide what to do. we expect the leadership to let the rank and file know what their plans are. the speaker is not in washington. we understand he is in ohio of his home state. the president has landed here back at the white house in washington. it's unclear exactly where they go from here. essentially what john boehner is saying, you go first, harry reid. harry reid is trying to jam mitch mcconnell into allowing this vote to go forward without the 60-vote threshold, something that's necessary for virtually every vote h

is the politics around that? >> well, john boehner, and it is important to understand that the incentive structure is different for the rank and file and back bench. if you are john boehner, you are more susceptible to the wall street pressure and the can't ter and the people who are aspiring to run for something bigger like paul ryan have a bigger ip sensitive, too. and right now, boehner wants to get re-elected speaker, and so he is trying to walk away from the deal as much as possible to not jeopardize the speakership. so he has technically thrown it to the senate. constitutionally it has to go through both houses. >> just constitutional ly. minor detail. >> and boehner is constitutionally dammed because he is getting out of it and burned too much. so if reid and mcconnell can get through the deal that is not filibustered, they have to amend a bill in the house that extends the tax cuts for everybody, and gut that bill, because it has to emerge from there, and then fill it, and hope and pray that boehner can find 30 republicans to vote for it. >> that is the story that you feel when the preside

be controlled by john boehner. so you still have that divided congress. but the calculation is not, you know, a numerical one. it's the idea that if they go home -- first if they go home for christmas break, they'd feel the pressure, but it doesn't seem like that's coming. if they go over the cliff and they do mess with the debt ceiling, that people are going to get freaked and spooked because you'll start hearing stories about social security recipients facing the prospect of smaller checks from the government, unemployment insurance completely dried up, payroll tax cut is a big thing. your paycheck is going to start showing more is taken out of it for the payroll tax. and that will, in turn, cause the type of pressure on the new income in congress to get something done. it's interesting that we led off with kay bailey hutchison who's retiring, doesn't have a lot of the political pressures that others have. she said let's make a deal. her prediction, probably the right one, they're going to go home. suddenly once it passes, obama wim introduce his own package which will look like what he's
